COMPLAINT REGARDING BREACH OF CONDUCT BY THE MAYOR OF LONDON

Pursuant to the Greater London Authority Act 1999, I wish to lodge a formal complaint concerning statements made by Sadiq Khan, Mayor of London, in his Sky News interview on 10 October 2025, in which he defended the “From the river to the sea” chant. These remarks, as covered in outlets such as The Telegraph and GB News, potentially breach the Greater London Authority’s code of conduct by undermining principles of equality and respect.¹²

 

The attached document “Inciting Hatred: Mayor Sadiq Khan’s Defence of the ‘From the River to the Sea’ Chant and Its Role in Fuelling Anti-Semitic Violence in London Protests”  explains how this chant represents a call for Israel’s demise under the charters of the Palestine Liberation Organization and Hamas (1964, 1988, and 2017), and how it incites racial hatred contrary to section 18 of the Public Order Act 1986. U.S. condemnations (such as Senate Resolution 497) and expert analyses by Raymond Ibrahim and Mossab Hassan Yousef confirm that there is no non-extremist interpretation of the phrase.³⁴⁵⁶

 

Public protest displays of the chant qualify as offences under the Act.⁷

 

I kindly ask that you investigate this matter and report your findings to the London Assembly.
